[Shichigahama Kokusaimura - 30 Years of Progress]

1986-1992

Creation of the Shichigahama Kokusaimura

The town of Shichigahama, the smallest town in the Tohoku and Hokkaido regions, drew up its 'Town Development Plan for the 21st Century' in 1986. The main plan was the 'Kokusaimura Development Plan', which called for the construction of a base for international exchange and cultural creation, and the founding of a sister city agreement with the town of Plymouth (USA) in 1990 gave impetus to this plan.At the time, the town had a population of approximately 20,000. While the town was being developed into a residential area as a bedroom town for the city of Sendai, there was also a need for a place for the largley fishing-industry based community to exchange with the newcomers to the town.

'Town Development Plan for the 21st Century', with the 'Kokusaimura Development Plan' as the main plan

1987

November
Together with Sendai City, Shichigahama Town was designated as an international academic exchange area by the Ministry of Home Affairs Leading Project

1988

March
Formulation of the 'Shichigahama Kokusaimura Promotion Plan'
October
Contract with Shoichi Hariu Architect and Associates (Sendai) for foundational design work

1989

April
Development of the Foundational Design for the Construction and Development of the Shichigahama Kokusaimura
Commencement of acquisition of 10.5 ha of privately-owned land out of the 17 ha of land for the Kokusaimura

1990

October
Signing of the sister-city agreement with Plymouth, Massachusetts (USA)

1991

April
Acquisition of privately owned land completed
December
Implementation plan and land development work are finalized and construction work commences

1992

January
Shichigahama Kokusaimura preparation office established
May
Pianist Ikuyo Nakamichi appointed resident artist
